Subject: Can't find "Prompt for location on startup"

In File, Preferences there was an option in the long list of "Additional Options" called "Prompt for location on startup".

But..... on my client 8.5.1 not anymore.
How can I set it on 8.5.1?
Also in the policy I cannot find it.
